أوروبا تفتح أبوابها أمام الطّلبة الليبيين

يتقاسم أكبر نجوم ليبيا في الوسط الأكاديمي تجاربهم في مجال الدّراسة في أوروبا لتشجيع الجيل القادم على   الخوض في مغامرة ستغيّر حياتهم ولا شكّ في أنّ أخذ القرار لفراق العائلة ومغادرة البلاد يمثّل لأيّ طالب قفزة في المجهول ولكّن نتائج هذا القرار لا تحصى ولا تعدّ ولحثّ الشباب الليبي على المشاركة في البرامج المستقبليّة تقاسم الطّلبة والجامعيّون الذين تحصّلوا على منح أوروبيّة تجاربهم خلال الاجتماع الوزاري الأوروبي الليبي الذي نظّم خلال شهر أفريل/ابريل في تونس. 

المنتفعون بمنح في إطار برنامج ايرسموس مندوس 

تحدّثت رفاء الرّجايبي، 30 سنة، من قدماء برامج القادة الشباب المتوسّطيّين وهي مبادرة أطلقتها مؤسّسة التّدريب الأوروبيّة سنة 2012، (تحدّثت) عن ابتهاجها بمناسبة اختيارها مع طالب آخر من ليبيا حيث لا يوفّر البرنامج سوى 16 منحة للطّلبة من كافّة منطقة جنوب المتوسّط للعمل في مجال السياسات العامّة لدى مؤسّسة التّدريب الأوروبيّة في جامعة طورينو بإيطاليا.     

وقالت رفاء ” كانت هنالك دعوة لتقديم مقترحات وفكّرت بيني وبين نفسي بأنّها فرصة هامّة للاطلاع على السياسات العامّة خاصّة أنّني أدرّس في جامعة طرابلس”. 

في نهاية البرنامج تمّ اختيار رفاء للبقاء مع المؤسّسة لمدّة ثلاثة أشهر لتعمل على خطط عمل خاصّة بليبيا في مجال ريادة الأعمال والمؤسّسات الصّغرى والمتوسّطة وقد تمّ التّركيز على الأطراف المعنيّة الليبيّة بما في ذلك وزارة الاقتصاد التي كان لديها برنامج استثمار في محاضن للمؤسّسات لمساعدة المزيد من الشباب على بعث مشاريعهم الخاصّة كما شاركت في دراسة قائمة على الأدلّة اهتمّت بسوق العمل الليبيّة بهدف مساعدة أكبر عدد ممكن من الطّلبة على الاندماج في سوق الشّغل. 

“لا بدّ أن نربط لدى طلبتنا الصّلة بين المادّة التي ندرّسها من جهة وسوق العمل من جهة أخرى وبصفتي أستاذة جامعيّة كنت دائما مؤمنة بضرورة مساعدة الطّلبة على الحصول على مهارات تمكّنهم من الدّخول بكلّ ثقة إلى سوق العمل”.  

وتعرب رفاء أيضا عن أملها في أن يواصل الجانبان الليبي والأوروبي العمل معا لخلق تفاعلات أفضل وللتّواصل بشأن تطلّعات الطّرفين والتحدّيات التي يتعيّن رفعها وتقول في هذا الشّأن:” أنا ليبيّة وأعيش في طرابلس وأنا أرى أنّه مهما كان الوضع صعبا هنالك دائما مجال لإيجاد الحلول”. 

أمّا الدّكتورة رانيا الإمام، 38 سنة، فقد حصلت على منحة في إطار برنامج ايرسموس مندوس وهي من ضمن المحظوظين الذين تمّ اختيارهم للانتفاع بتمويل كامل لمدّة ثلاث سنوات لتعدّ أطروحة دكتوراه وتقول في هذا الصّدد: ” لقد تعلّمت الكثير وتميّزت على المستوى الأكاديمي وتمكّنت من السّفر إلى العديد من البلدان حيث شاركت بمقالاتي ونشرت ثمانية أبحاث علميّة”. 

وبفضل دعم المشرفين على بحثها وأساتذتها وفريق المنحة الجامعيّة تحصّلت رانيا الإمام على شهادة الدّكتوراه في وقت قياسيّ ولذلك فهي تحثّ الجميع على التقدّم لطلب مثل هذه المنح وأن لا يتركوا النّزاعات السياسيّة تمنعهم من اغتنام هذه الفرص. 

فرغم المصاعب الشخصيّة التي مرّت بها رانيا الإمام حيث لم تتمكّن من زيارة عائلتها خلال ثلاث سنوات فهي ترى انّ التّجربة كانت غنيّة ومكّنتها من الانفتاح على آفاق جديدة ومن فهم قيمة المبادلات الثقافيّة والعلاقات الدوليّة وإلى جانب إنجازاتها الأكاديميّة تمكّنت رانيا من تحقيق بعض الأهداف الشخصيّة: « لقد تعلّمت اللغة البرتغاليّة والعزف على الكمان وربطت علاقات مع أصدقاء ومهنيين على المستويين الوطني والدّولي بمن فيهم بعض الباحثين والأساتذة الجامعيين”. 

وقد التزمت رانيا، بصفتها مدرّسة جامعيّة، بتدريس طلبتها بطريقة جديدة تعتمد على التّكنولوجيا الحديثة وبتشجيعهم على المشاركة في مثل هذه البرامج التي تمكّنهم من توسيع نطاق تفكيرهم واكتشاف مهاراتهم ومواهبهم والاهتمام بنموّهم الشخصي. 

 ويشير أنس محمّد عويدة، 23 سنة، طالب هندسة في جامعة مصراتة كان تحصّل على منحة ايسرموس مندوس في جامعة بادوفا، إلى أهميّة النموّ الشخصي حيث التقى بأصدقاء من بلدان عدّة وتبادل معهم وجهات النّظر حول الحياة ككلّ ولذلك رحّب أنس بالوعود التي قدّمها الاتحاد الأوروبي خلال الاجتماع لتيسير الإجراءات ليتمكّن الطّلبة في المستقبل من النّفاذ إلى هذه المنح.   

 

ثقافة الحوار كسبيل للرّيادة 

شارك محمّد علي عبد اللطيف، 25 سنة، في نقاشات وطنيّة واقليميّة مع برنامج صوت الشباب العربي الذي يشارك الاتحاد الأوروبي في تمويله ويقترح محمّد علي إعداد مبادرة وطنيّة تهدف إلى تمكين الشباب الليبي عبر التّدريب على النّقاش حيث يمكن ضمان استدامة هذا المشروع بدعم من المكاتب الوطنيّة للاتحاد الأوروبي ليتمكّن المزيد من الطّلبة الليبيين من الانتفاع ومن اكتساب المهارات القياديّة.  

 

التّمويلات الأوروبيّة لفائدة الليبيين 

في الفترة 2015-2016 تمّ تسجيل ستّة مشاريع بتمويل إجماليّ يبلغ 143 ألف يورو تشمل تنظيم 32 عمليّة تنقّل نحو أوروبا امّا الجامعات الليبيّة المعنيّة بالبرنامج فهي جامعات مصراتة و طرابلس و الزّاوية و من الجانب الأوروبي شمل البرنامج جامعات غرناطة و ريقا و تالين لكن مع الأسف لم يتم تحقيق سوى 9 تنقّلات إلى حدّ هذا التّاريخ و حسب أنيمي كامبس من مكتب ليبيا في مقر الاتحاد الأوروبي توجد برامج تنقّل أكاديمي قصيرة المدى لفائدة الطّلبة (من 3 إلى 12 شهرا) و الإطار الجامعي (من 5 إلى 60 يوما) و برامج على المدى البعيد لجميع المستويات الدّراسيّة ( الليسانس و الماجستير و الدكتوراه) و هي برامج مموّلة تمويلا كاملا.  

و سيتمّ سنة 2017 اشراك ليبيا في ستّة مشاريع إضافيّة بميزانيّة تساوي 157,858 يورو و في 52 تنقّلا علما بأنّ كافّة  برامج  ايرسموس +  تقوم بالإعداد لمستقبل أفضل بالنسبة إلى التّعليم العالي في ليبيا بتقديم التطوّرات و الطّرق  العصريّة للطّلبة عن طريق تجاربهم الشخصيّة.

Erasmus Mundus Grantees 

Thirty-year-old Rafa Rejeibi, an alumnus of the Young Mediterranean Leaders Programmes – an initiative of the European Training Foundation in 2012 – spoke of her delight at being selected along with one other student from Libya. The programme offers places for just 16 students from the whole Southern Mediterranean region to work on public policies at the European Training Foundation at Torino University in Italy. 

“There was a call for proposals and at that time I thought it’s a great opportunity to learn about public policies, especially because I teach at Tripoli University,” she said. 

Following this programme, Rafa was then selected to stay with the foundation for three months to work on entrepreneurship and small to medium-sized business action plans for Libya. The focus was on Libyan stakeholders including the Ministry of Economy that had a programme to invest in incubators to help more young people get support for their projects. She was also part of an evidence-based study that focused on the Libyan labour market to help as many students as possible to integrate in the job markets.  

“The relationship between what we teach and the labour market should be invested in our students. As a university professor, I have always believed that we should help our students to obtain the skills that would enable them to enter the labour market with confidence” .

Rafa hopes that both the Libyan and the European sides carry on working together to create better synergies and communicate on their ambitions and challenges to overcome them. “As a Libyan living in Tripoli, no matter how difficult the situation is, there is still potential to find solutions.”  

Dr. Rania Elemam, 38, was granted an Erasmus Mundus scholarship, one of the fortunate ones to be given fully funded PhD scholarships for three years. She said: “I gained a lot of knowledge, excelled academically and was able to travel to many different countries where I participated with my articles and published eight scientific papers.” 

Thanks to the support from her supervisors, professors and the scholarship team, Dr. Elemam gained her doctoral degree in a surprisingly short period of time, which is why she encourages everyone to apply for these scholarships and not let the political conflicts hinder their willingness to try these opportunities. 

Although faced with personal challenges, such as not being able to see her family for the whole three years, Rania found the experience to be very enriching as it opened her mind to exciting new horizons. She found a new appreciation for cultural exchange and international relations. As well as her academic achievements, Rania was able to achieve some personal goals too: “I learnt Portuguese and the violin, I also managed to keep good relations with friends and professionals on national and international levels including scientists and professors.” 

As a professor, Rania pledges to benefit her students with new ways of teaching, introducing new technologies and encouraging them to be part of such mind-opening programmes to discover their talents and skills and value personal development.  

Anas Mohammed Iwida, 23, an engineering student at Misrata University, and an Erasmus Mundus Alumnus from the University of Padova emphasised the importance of personal growth, as he met friends from many countries and managed to have an enriching exchange of life experiences to learn about other’s lives and visions. Anas welcomed the promises made by the EU during the meeting to facilitate the procedures for future students to access such scholarships.  

Culture of debate as a way to leadership  

Mohamed Ali Abdellatif, 25 has been an active participant in national and regional debates with the EU-co-funded Young Arab Voices debating programme. Ali suggested that a national initiative aimed at empowering the Libyan youth through debate trainings be developed. With the support of EU national offices, this project could be sustainable and more Libyan students would benefit and gain leadership skills.   

EU funds for Libyans 

In 2015-2016 there were six Erasmus projects running with total funding of €143,000, planning 32 mobility flows to Europe. The Libyan Universities involved in the scheme were Misurata, Tripoli, and Zawia, and their European partners are the universities of Grenada, Riga, and Talin. Unfortunately, to date only nine mobility flows have taken place. In fact, there are short-term academic mobility programmes for students (3-12 months) and staff (5-60 days) and long-term programmes for all levels of education, namely BA, MA, PhD, which are fully funded, according to Annemie Cumps from the Libya Desk at EU HQ. 

In 2017, a further six projects will involve Libya with a budget of €157,858, and 52 available mobility flows.  

All these Erasmus+ programmes are paving the way for a brighter future of higher education in Libya, with modern ways and developments being introduced to students through their individual experiences.
