A strong legislative process constitutes the backbone of democratic governance as it ensures laws are developed through inclusive dialogue, legal scrutiny, non-discrimination and institutional coordination, aiming at protecting rights and delivering services to the people. Over the last few years, EUPOL COPPS has supported its Palestinian counterparts on establishing a clear and structured legal framework governing mechanism for legislative processes within the Palestinian government.
The Mission supported the development of the draft decision on the legislative process, endorsed and issued by the Council of Ministers on 30 April 2025 with a launch event on 28 May 2025 with the presence of the Minister of Justice, the Head of the Official Gazette Bureau, a representative of the Council of Ministers and EUPOL COPPS Head of Mission. More than 60 legal advisers from different Palestinian institutions, civil society organisations and academia participated in the event.
The adoption of the decision on the legislative process within the government marks a turning point for developing legislation in Palestine, underlined EUPOL COPPS HoM, stressing the importance of strengthening institutional coordination, enhancing legal certainty, reinforcing public trust, promoting inclusiveness, participation, and gender equality. The enactment of a clear and unform legal framework on lawmaking rules paves the ways for digital transformation, which will bring speed and effectiveness at the heart of good governance in Palestine.
