The Institutional Working Group (INS WG) focused on the 2025 action plan, with particular emphasis on the assessment and potential adoption of dynamic regulation in the Mediterranean region. While dynamic regulation is more commonly applied in EU countries, several non-EU members have expressed strong interest in learning from EU best practices to develop their own regulatory tools in support of new technologies and market mechanisms.
