23 April 2025 – Morocco has officially launched the process of preparing its National Circular Economy Roadmap, marking a major milestone in the country’s efforts to transition toward a more sustainable and resource-efficient economic model. The kick-off meeting held today brought together senior representatives from the Ministry of Energy Transition and Sustainable Development and other key Moroccan ministries and institutions, the United Nations Industrial Development Organization (UNIDO), and the Delegation of the European Union to Morocco. This initiative falls under the framework of the global UNIDO-led “SWITCH to Circular Economy Value Chains” (SWITCH2CE) project, co-funded by the European Union and the Government of Finland. The roadmap will provide a strategic and actionable plan to accelerate Morocco’s shift to a circular economy (CE) — an economic system aimed at reducing waste, maximizing resource efficiency, and fostering sustainable production and consumption practices.
Over the next months, the roadmap will be developed through an extensive and participatory process. The process will be coordinated by Trinomics. It will include:
• An in-depth diagnostic of current circular economy practices across Morocco’s key sectors as well as international benchmarking;
• Consultations with public and private stakeholders to co-create a shared vision and strategic objectives;
• Identification of priority sectors and actionable measures;
• Design of transition mechanisms, including funding strategies and institutional arrangements;
• Establishment of a monitoring and evaluation framework with clear indicators to track progress.
The process will ensure that all relevant actors — from SMEs and multinationals to local authorities and civil society — have a voice in shaping Morocco’s CE transition. The first deliverable — a diagnostic analysis of the current CE landscape — is expected in the next few months, with the full roadmap slated for completion by end 2025.
