Tunisia-EU Trade: Tunisian exporters can benefit early from revised preferential rules of origin

The European Union (EU) and Tunisia have agreed to implement revised preferential rules of origin starting from 1 March 2025, negotiated under the Pan-Euro-Mediterranean (PEM) Convention.

The aim of these rules is to introduce more flexible provisions than those of the 2012 PEM Convention, in order to facilitate obtaining the “originating” status for goods exported to the EU. These goods will then benefit from customs duty exemptions under the EU-Tunisia Association Agreement. The revised rules apply to all products covered by the Association Agreement and also include additional flexibilities (“derogations”).

For example, for textiles and clothing, new possibilities have been introduced regarding outward processing (transforming goods outside the EU for reimportation) and tolerances (the acceptable percentage of non-originating inputs). New transformation rules have also been introduced for these products, particularly for fabrics, which will more easily obtain originating status.

These new rules will allow more Tunisian products to benefit from easier access to the European market, thereby strengthening industrial integration between Tunisia and the EU.
