Within the framework of Joint Programmes with the Council of Europe and/or projects financed by voluntary contributions, the Council of Europe implements activities related to places of deprivation of liberty and/or the prevention of torture and cruel, inhuman or degrading treatment or punishment in Morocco, Tunisia or other countries in the MENA region.

The Council of Europe calls on international and national experts and wishes to establish a framework contract (an international call for tenders procedure) for the provision of intellectual services for our activities which will have a limit of 400,000 euros.

Due to the diversity of activities, the framework contract will be divided into 4 distinct lots (see the details of these lots in the tender file and the Act of Engagement).

The duration of the framework contract will be set for December 31st, 2023 (With the possibility of tacit annual renewals until December 31st, 2025).

Interested persons are invited to consult the tender file (link is external) for the call for tenders to find out about the Tender rules and to submit only by email (link sends e-mail), to the following address cdm@coe.int (link sends e-mail),  the act of engagement (link is external) duly completed, accompanied by the required supporting documents, listed in the tender file. Tenders submitted to another e-mail account will be excluded from the procedure.
