The EU Delegation to the Arab Republic of Egypt, Cairo, works in close coordination with the Embassies and Consulates of the 27 EU Member States. It is a fully-fledged diplomatic mission and represents the European Union in its partnership with Egypt.
We offer
A post of Project Officer (Local Agent Group 1) in the Delegation’s Cooperation Section. The Section consists of 29 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs.
The successful candidate will serve under the supervision and responsibility of the Head of Cooperation, providing assistance to the Green and Sustainable Transition Team, to:
Advise on the policy and strategy and to manage all the steps necessary to the implementation of programs and projects related to the Green Transition. These will mainly refer to the field of energy, including renewable energy, water, environment and climate action or any other area related to the Green Transition).
Assist the Team Leader to contribute to the Cooperation Section’s horizontal tasks whenever relevant or required.
The following main tasks and duties are currently required:
Sector/Policy Analysis
Support policy dialogue with all relevant stakeholders in all areas of concern, including ministries and agencies, EU Member States, International Financial Institutions, and other donors.
Contribute to sector analysis and to the strategy in the sectors related to Green Transition.
Function and duties
Program/ Process / Project management
Contribute to the programming, the identification and formulation, the implementation and appraisal of programs/projects in the areas of concern, in close cooperation with beneficiary institutions, Financial Institutions and other donors in Egypt.
Contribute to the preparation of EU Commission’s Decisions and to the negotiation of legal agreements that will follow (Financing Agreement with Egypt, Contribution/Delegation Agreements/contracts with implementing partners, etc.).
Participate in the design, appraisal and implementation of EU contributions to innovative financial instruments (EFSD+) aiming at leveraging additional public and private financing for development.
Contribute to all aspects of the procurement process (drafting Guidelines, Terms of Reference, launching call for proposals, tenders, negotiating contracts, etc.).
Maintain regular contact with the Beneficiaries and Project management to ensure a proper follow-up and monitoring of project implementation. Attend management and steering committees, monitor contractual obligations (via periodic reviews, audits, project reporting etc.), and manage external expertise.
Evaluate projects. Elaborate progress reports with proposed actions when relevant.
Contribute to horizontal activities linked to the Team and its activities.
Understand and use the specific EU IT systems and tools and processes such as OPSYS, SUMMA, MIPS, ARES, etc., after appropriate trainings. Give the “operational visa” on documents where required.
Undertake or contribute to other assignments that may be requested for the efficient functioning of the Delegation. This includes annual reporting, financial forecasting, briefings etc.
Negotiation, participation of the Delegation
Maintain good and effective network with all relevant stakeholders, with National authorities and institutions, representatives of the diplomatic missions of the Member States, representatives of the principal international donors, NGOs and other local non-state actors.
Coordinate with stakeholders in the respective sectors (incl. through specific coordination mechanisms). Participate to relevant donor working groups.
Prepare and assist missions from Headquarters, including briefings.
Communication relating to programs and projects
Ensure the visibility required for the areas of concern, in close coordination with the Communication Team of the Delegation.
Produce and disseminate the results of projects at workshops, seminars, conferences and other public events. Contribute to the elaboration of policy and public messages.
Extract and disseminate best practices and facilitate exchange of experiences.
Contribute to the production of reports, briefings and speeches.
Participate for the Cooperation Section at external events under the jobholder’s domain, and exceptionally under other domains when required.
Document Management
Correctly apply the Commission’s document management rules to the documents related to the area of responsibility, following the instructions of Headquarters and with the help of the colleagues in charge. Ensure in particular the correct registration, filing and archiving of these documents.
Initiate, process, file or register documents using the relevant EU applications.
