The twinning project “Strengthening the Capacities of the Higher Institute of Magistracy to Contribute to the Efficiency of the Judicial System” is funded under the EU ongoing Programme “Programme d’Appui à la Réforme de la Justice”. It aims to reinforce the rule of law in Morocco by enhancing judicial independence, accessibility, and efficiency in line with international standards. The project supports the ISM in fulfilling its revised mandate as the central institution responsible for the initial and continuous training of magistrates, thereby contributing to the modernization and performance of the judiciary.

The general objective is to strengthen the rule of law through an independent, accessible, and efficient judiciary in accordance with international standards. The specific objective is to reinforce the institutional, pedagogical, and research capacities of the ISM to effectively deliver high-quality training and contribute to improving judicial efficiency.

The components and mandatory results are outlined as follows:

  • Component 1: Strengthening the Organizational Structure of the ISM – Enhancing strategic governance, management procedures, staff capacities, and internal/external communication.
  • Component 2: Improving the Quality and Accessibility of Judicial Training – Upgrading training curricula, strengthening pedagogical methods, expanding continuous training, and introducing distance learning with digital and AI tools.
  • Component 3: Developing the Studies and Research Function – Establishing and operationalizing a new Research and Studies Center, promoting networking, supporting comparative studies, and disseminating legal knowledge nationally and internationally.

The components will be implemented through studies, surveys, trainings, study tours, seminars, and peer-to-peer exchanges.
