As the agency of the European Union (EU) supporting the neighbouring countries, the European Training Foundation (ETF) contributes to the development of human capital by providing advice and support on the reform of education, training and employment policies and systems. This contributes to social well-being, stability and prosperity in the neighbouring countries of the European Union. The research was implemented by a team of researchers mobilised by the EPRD, with the contribution of ETF experts and based on several consultations and exchanges with ETF partner country experts and researchers in the field, as well as representatives of various international development institutions and organisations.
