The Committee of Ministers, the Council of Europe’s decision-making body, on Wednesday 2 March 2016, adopted a new text to “guide the Member States” in incorporating diversity in their legislative choices, the Council said in a press release. “In democratic societies diversity is regarded as a source of enrichment”, the Council said.

These “guidelines” show the States “how to ensure effective implementation of existing Council of Europe standards on freedom of thought, conscience and religion, freedom of expression and freedom of assembly and association in culturally diverse societies”.
