EU-Morocco Partnership: Nearly 2.5 Billion Dirhams in Support of Major National Reforms

In 2025, the European Union reaffirmed its role as a strategic partner of Morocco by mobilizing 2.48 billion dirhams (€233.42 million) in budget support to assist major national reforms. This funding supports key priorities of the Kingdom, ranging from human development and the green transition to territorial cohesion and economic growth, while aligning with the objectives and priorities of the European Union. This cooperation builds upon the EU-Morocco Association Agreement, whose 25th anniversary was celebrated in 2025, and falls within the framework of the new Pact for the Mediterranean, which aims to strengthen Euro-Mediterranean cooperation and revitalize a long-standing partnership.

 

Through the “KARAMA” Programme, the European Union supported the reform of social protection, which aims to ensure more equitable access to direct social assistance and mandatory health insurance. This support resulted in a disbursement of 292 million dirhams (27.5 million euros), contributing to reducing socio-economic inequalities. Within the framework of advanced regionalization, the Rural and Mountain Areas Development Support Programme allocated 31.8 million dirhams (3 million euros) to help strengthen territorial governance, implement the plans and strategies of regional institutions, and support sustainable economic development at the local level in rural and mountain areas.

 

The “ESRIM” Programme supports higher education reform, the development of research and innovation, and academic and scientific mobility with Europe. In 2025, 240 million dirhams (22 million euros) were disbursed to accelerate the training of a new cohort of students and researchers better prepared for the demands of the job market and the challenges of development. Following the Green Partnership between the European Union and Morocco, concluded in 2022, the “Green Land” Programme continued to support the “Generation Green” and “Forests of Morocco” National Strategies, promoting sustainable agricultural and forestry practices, food security, and rural employment. 858 million dirhams (78 million euros) were allocated to the public treasury to support these national policies.

 

A long-standing partner of Morocco in the deployment of renewable energies, the European Union, through its “Green Energy” Programme, supported the national energy policy with a budget of 103.6 million dirhams (9.76 million euros). This program supports Morocco’s ambitious reforms, including modernizing its electricity market, establishing a certification mechanism for sustainably sourced electricity, and undertaking structural reforms of the National Office of Electricity and Drinking Water (ONEE).

 

Furthermore, the European Union has intensified its support for Morocco’s Financial Inclusion Strategy (SNIF) and the financing of small and medium-sized enterprises (SMEs) to promote economic growth and job creation, with a grant of 112 million dirhams (10.55 million euros) under the Financial Inclusion Support Program. Finally, the “Islah” Program continued to support the modernization of public administration and the digitization of public services with a financial contribution of 76 million dirhams (7.15 million euros) in support of the national public administration reform program.
