EUPOL COPPS: Building Trust through Accountability

A responsible and lawful use of force must be clearly regulated and transparently monitored. This is true in Palestine, as in the EU. EUPOL COPPS conducted a comprehensive review of the regulations governing the use of force by the Palestinian Authority Security Forces with a focus on the Palestinian Civil Police, inclusive of a new system for reporting and reviewing incidents. EUPOL COPPS Senior Police Advisor Accountability, Daniel Hoofdman and Legal Officer of the Mission’s Justice Section, presented the findings of the review to an audience including the Head of the Human Rights Unit at the Palestinian Ministry of Interior, Palestinian Security Forces and government officials working on human rights, on on 29 May, in Ramallah. Clear legal frameworks reflecting the evolution of social norms and human rights standards are crucial. Transparency in how use of force incidents are reported and reviewed plays a key role in preventing misuse and fostering public confidence. EUPOL COPPS Accountability advisory role works on stronger accountability and respect for human rights within the Palestinian Civil Police (PCP) as public trust in government institutions is essential, especially as the police officers are entrusted with powers that may affect the fundamental rights of citizens.
