The Moroccan National Council for Human Rights (CNDH) and the EU Delegation in Morocco organise an international seminar on neutral and independent observation of elections on 28 and 29 March 2017 at the Chamber of Representatives.
Organised in the framework of the EU-funded twinning programme carried out in partnership between the CNDH and the National Human Rights Institutions of France, Austria and the Netherlands, this International conference aims to establish a common and participatory diagnosis of the strengths and weaknesses of electoral observation and to develop a common platform of recommendations for the strengthening of electoral observation.
The meeting, which will involve national and international actors and experts in the field of electoral observation, also aims to define, in a participatory way, the elements of an advocacy strategy for the implementation of the recommendations.
Participants will discuss the subject from several angles:
• The state of electoral observation in Morocco: strengths and weaknesses, perspectives and cross-experiments,
• Training: assets and necessary improvements,
• Recommendations for the strengthening of electoral observation operations, modalities of action for the implementation of the recommendations,
• Towards common advocacy for the implementation of the recommendations
The seminar will also see the presentation of a handbook, developed within the framework of the twinning project, for trainers of electoral observers.
