Remarks by President of the European Council Charles Michel after his meeting in Tripoli with Prime Minister Al-Dabaiba and Foreign Minister Mangoush

I was very happy to meet the Prime minister and you here in Tripoli today, after meeting the President of the Presidential Council.

I wanted to come as soon as possible to convey to the Libyan people and their new leadership a clear and strong message. We command your efforts to come together in a spirit of national unity and reconciliation.

You have created an opportunity to rebuild your country. But there is one precondition: all foreign fighters and troops must leave the country. And the implementation of the Ceasefire Agreement and the respect of the UN arms embargo will be crucial in this process. We encourage all institutions to ensure timely preparations for elections on 24 of December. And we are ready to increase our engagement.

Economic recovery and governance, security and stabilisation based on the Rule of law, human rights, gender equality and of course migration: these are some of the areas where the EU can bring its expertise. I shared with the Prime Minister very concrete suggestions for how the EU can practically support Libya.

I was happy to meet the Prime Minister and you to better understand your ambitions and your plans. This is a moment of hope and challenges. We, the EU, stand by you and the Libyan people. And I am delighted to announce that the EU ambassador will return on a permanent basis to Tripoli by the end of this month. I wish you all the best.
