ADAPT Programme Expert, Programme d’Appui au Développement durable dans le secteur de l’agriculture et de la pêche artisanale en Tunisie

The Programme Expert will be called upon to contribute to the implementation of the ADAPT Programme (Project in Support of Rural Development in the Agriculture and Artisanal Fisheries Sector in Tunisia), funded by the European Union with a budget of EUR 44.4 million (ENI/2020/416-672).

Under the overall responsibility of the Representative of the AICS Regional Headquarters in Tunis—mandated by AICS Rome to manage all delegated cooperation programmes under the remit of the AICS Tunis office—and under the direct supervision of the ADAPT Programme Coordinator, the Programme Expert will be required to:

  • Contribute to the proper achievement of the expected results within the framework of the ADAPT Programme;

  • Contribute to the definition and implementation of the activities provided for in Annex I of the ADAPT Contribution Agreement, including monitoring, evaluation and communication activities;

  • Contribute to the sound implementation of the Programme budget;

  • Contribute to the preparation of technical documents and reports, as well as any other documentation required for the management of the ADAPT Contribution Agreement, while ensuring the necessary coordination with the relevant departments at AICS Headquarters in Rome;

  • Contribute to the preparation of terms of reference, tender documents and calls for proposals to be launched to ensure the implementation of the Programme activities;

  • Participate in the evaluation processes of calls for proposals and tenders launched under the Programme and contribute, in close collaboration with the administrative and financial department, to the management and proper execution of the related contracts;

  • Contribute, in close collaboration with the Programme Partnerships Expert, to the coordination and supervision of implementing partners/service providers within the Programme (IRESA, CSOs, technical assistance, financial institutions, etc.);

  • Contribute to the establishment of effective internal management processes, while ensuring the reliability of information and data management, in coordination with the Monitoring and Evaluation Expert;

  • Contribute to the coordination of activities with the Delegation of the European Union, the Programme’s governance bodies and the national institutions involved (Ministry of Agriculture, Central Bank of Tunisia, APIA, etc.), as well as with other international and national partners involved in the implementation of the Programme;

  • Contribute to the coordination and smooth implementation of monitoring and evaluation missions carried out under the Programme;

  • Contribute to the promotion of synergies and partnerships with other international and national stakeholders, as well as with programmes funded both by Italian Cooperation and by other international donors in Tunisia in areas of interest to the Programme;

  • Contribute, in coordination with the Programme Communication Expert, to the implementation of the communication strategy and the visibility of the Programme, while providing technical support in the development of communication activities, event organisation and media relations;

  • Take part in events (seminars, conferences, training courses, etc.) related to the Programme’s sectors of interest and, at the request of the ADAPT Programme Coordinator and the Head of the “Economic Development and Job Creation” sector, in any other events or meetings deemed necessary by them;

  • Support the ADAPT Programme Coordinator in any other tasks as required.
