EuroMed Rights is looking to recruit a Coordinator for the Middle East Unit. The position would be a one-year contract starting in September 2024 and based in Lebanon. 

About EuroMed Rights  

EuroMed Rights was founded in January 1997 in response to the Barcelona Declaration of November 1995 and the establishment of the Euro-Mediterranean Partnership (EMP). It is the coordinating body of about 68 human rights organisations and institutions as well as individuals from over 30 countries. EuroMed Rights’ organisational structure is built on a general assembly, an executive committee, working groups and a secretariat.  

Rooted in civil society the Network seeks to develop and strengthen partnerships between NGOs in the EuroMed region, i.e. networking aimed at strengthening the capacity of members to act and interact within the context of the region and the Barcelona process and other EU-Arab cooperation frameworks.

Description of Tasks 

The Middle East Programme Coordinator is responsible for implementing and developing EuroMed Rights’ programme on Egypt and support other Middle East other country programmes. S/he supports the implementation of the organisations’ overall strategy and objectives, in close coordination with country/thematic programmes coordinators and relevant departments. 

Monitoring and strategy planning 

  • Monitors EU, Member State and UN developments, policies and initiatives as well as their calendars pertaining to Egypt and other relevant Middle East Programmes. 
  • Monitors human rights and civil society developments in Egypt other relevant Middle East Programmes. with a specific focus on EuroMed Rights priorities, and suggests initiatives in this regard 
  • Monitors the situation where EuroMed Rights members or partners and their work are at risk in Egypt other relevant Middle East Programmes., suggests and implements solidarity activities (missions, alerts, etc.) in this regard 
  • Proposes and implements EuroMed Rights advocacy, communication, networking and awareness-raising strategy on Egypt including organising advocacy missions, media events, capacity-building activities, research and publication of reports 
  • Develops work plans for implementation of projects and ensures follow-up in this regard 

Representation and alliance-building 

  • Represents EuroMed Rights on Egypt and other relevant Middle East Programmes.under the supervision of the Middle East Head of Unit 
  • Maintains contact with other non-governmental organisations on issues pertaining to Egypt other relevant Middle East Programmes.; organises / participates in regular NGO coordination meetings at Brussels level 
  • Explores fundraising options for EuroMed Rights initiatives on human rights in Egypt 

Organisational matters and grant management 

  • Organises Egypt Solidarity Group meetings and workshops, and ensures contacts between the participants on a regular basis regarding human rights developments and advocacy/communication opportunities 
  • Coordinates and prepares reports, research, statements and recommendations on issues related to human rights and shrinking space for civil society in Egypt and other relevant Middle East Programmes under the supervision of the Middle East Head of Unit 
  • Maintains close relations with EuroMed Rights’ members in Egypt, Executive Committee, thematic and country coordinators regarding human rights developments and advocacy/communication opportunities with regard to Egypt and other relevant Middle East Programmes. 
  • Integrates EuroMed Rights thematic work into the work of the Egypt programme when relevant, and identifies synergies with other parts of EuroMed Rights work 
  • Supervises possible assistants/interns, takes part in their recruitment, assigns them with tasks and evaluate their performance 
  • Ensures proper financial management of budgets, evaluation of activities, proper narrative and financial reporting, and contractual compliance with donors’ requirements 
  • Assists in the development, implementation and evaluation of the strategic goals of the Middle East Team, supporting colleagues of other Middle East country programmes when relevant 

Essential Qualifications: 

  • Educational Background: A Bachelor’s degree in international relations, law, human rights, development studies, or a related field. 
  • Work Experience: Minimum three years of experience in NGOs, with a focus on human rights. 
  • Event Support: Proven experience in organizing and supporting events, workshops, and advocacy missions. 
  • Language Proficiency: Excellent command of written and spoken English and Arabic. Knowledge of French is an asset. 
  • Reporting Skills: Experience in donor reporting, with familiarity in Monitoring & Evaluation (M&E) processes. 

Desirable Qualifications: 

  • Grant and Financial Experience: Familiarity with the grant application process and financial procedures, including procurement of goods and services. 
  • Regional Knowledge: Understanding of the socio-political landscape in the Middle East. 
  • Additional Language Skills: Practical knowledge of Turkish will be an asset. 
  • EU Institutions Knowledge: Awareness of the functioning of EU institutions and EU foreign policy, especially concerning its Southern Neighborhood. 
  • Media Relations: Experience in the Euro-Mediterranean media landscape and building press relations.
