The European Union Delegation to Lebanon, Beirut is looking for: Project Officer in the Cooperation Section
The team consists of 25 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve directly under the supervision and responsibility of the Head of Cooperation.
The following main tasks and duties are currently required:
COMMUNICATION and VISIBILITY
Contribute, in close cooperation with the Press and Information Officer and under the supervision of the HoD and Head of Cooperation to the development of the Delegation’s communication strategy and produce a yearly planning of main communication activities related to cooperation activities.
Implement communication and public information projects and activities, including planning and organizing field visits, inaugurations, signing ceremonies, speeches, media articles, press visits.
Work in close contact with the Press Information Officer (PIO) to ensure consistent messages and an effective communication plan and strategy for the EU and EU assistance and contribute to public-diplomacy activities lead by the PIO, such as Europe Day, in order to raise awareness of the EU and EU assistance.
Draft and edit the Delegation’s information/visibility materials for various audiences, including press releases, briefing notes etc., identifying the subjects to be covered in consultation with other members of staff and ensuring that Brussels-based communications are also carried out, where appropriate, in the country.
Continuously review the cooperation part of the Delegation’s website and take all necessary steps to ensure that the content remains informative, accurate and up-to-date.
Ensure adequate communication of the Delegation’s cooperation activities on social media in coordination with PIO and other relevant colleagues (Facebook page, etc) and reply to enquiries of public and press on Delegation cooperation activities.
Monitor and ensure compliance of projects with EU visibility guidelines, in particular projects’ communication plans; report on non-compliance with the obligation to have communication plans.
Be the focal point and provide qualitative support for all communication/visibility actions of EU-funded projects for Delegation operational task managers and partners and disseminate best practices and facilitate exchange of experiences.
Ensure dissemination to operational staff of communication/visibility rules, tools and guidance for EU external actions.
Organise information/training sessions about EU visibility requirements for colleagues and implementing partners together with PIOs.
Inform PIO about media opportunities.
Enhance the visibility of the projects by identifying communication opportunities such as events, visits, ceremonies, etc. with projects, colleagues, partners and Member States
REPRESENTATION, NEGOTIATION and PARTICIPATION:
Maintain regular contacts and exchanges of information with public and / or professional organisations in Member States and / or other countries with which professional and technical relationships exist, with international organisations and / or with national and international committees on issues relating to intelligence gathering.
Liaise with Member States and associated countries to ensure coherence and consistency in the processing and transmission of data relating to inquiries, verifications and / or controls.
Share information on developments in the area of intelligence gathering with Member States and associated countries.
Assist Head of Delegation and Head of Cooperation on communication/representation related issues as requested.
Assist in missions from Headquarters, visits etc.
PROGRAMME / PROCESS / PROJECT MANAGEMENT:
Contribute to the programming, identification and appraisal of projects financed from various EU’s Instruments in Lebanon, in close cooperation with the beneficiary institutions where necessary, in particular regarding the implementation of the budget for communication and information activities of cooperation programmes.
Contribute to all aspects of the procurement process (drafting Guidelines, Terms of Reference, launching call for proposals, tenders, etc) for projects.
Monitor ongoing projects, attend management and monitoring meetings, elaborate progress reports on projects and propose action if and when needed.
Contribute to the evaluation of communication and visibility projects
Maintain contacts with other donors active in Lebanon with regards to coordination on communication issues
Give the “operational visa” on any document where required.
Fixed-term 2-year employment contract agreement starting with a 3-months probationary period. The base salary will depend on relevant and verified employment experience; the exact salary range will be communicated upon finalizing the recruitment. The anticipated start date will be on 16/01/2026.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
BA degree in Communication, Journalism, Public Relations or similar fields. MA degree is an asset;
Minimum 5 years of experience working in public relations, communications and/or advocacy actions within multilateral or international organizations, the private sector or governmental bodies;
Minimum: Fluency in English and Arabic.
Good computer skills on MS Word, PowerPoint, e-mail applications and other relevant software programs;
Medically fit to perform the required duties;
Enjoys civil rights and permits for employment under local law.
