Public Consultation on the future of PRIMA, the EU Partnership for Research and Innovation in the Mediterranean Area

With the support of the Horizon Europe project FUTURE4PRIMA, preparatory reflections are underway for a possible new phase of PRIMA..

This consultation seeks the views of stakeholders on the possible design of PRIMA 2, a renewed EU Partnership for Research and Innovation in the Mediterranean Area. The feedback collected will support Participating States in shaping reflections on the Joint Programme proposal.

Since 2018, PRIMA has mobilised nearly €600 million and supported more than 260 projects addressing water, farming, food, and ecosystems. It has created 127 demonstration sites, produced more than 170 exploitable results, and fostered science diplomacy and trust-building across the Mediterranean region.
At the same time, interim evaluations by the European Commission (the first in 2022, the second ongoing and to be concluded in December 2025) have highlighted persistent gaps:

• Many results remain at pilot stage,
• Uptake across borders is uneven,
• Procedures are fragmented,
• Southern Mediterranean actors have limited leadership roles.

PRIMA 2 is being conceived to consolidate what has worked and to address these gaps.

Decisions on the future of PRIMA beyond 2027 will ultimately depend on Participating States and the European Commission, and on the framework for partnerships under FP10 (2028–2034).
At this stage, no decision has been taken regarding the legal form, budget, or scope of PRIMA 2.
