The AJR plays a key role in improving the business climate in Morocco. It actively contributes to the establishment of a robust legal framework, thereby strengthening the rule of law, transparency, and visibility for economic operators, both public and private.

To improve the AJR’s performance, several needs can be identified. The needs expressed within the framework of this twinning project aim to strengthen the AJR’s institutional, operational, and strategic capacities, notably through:

  • Modernizing the legal framework establishing the AJR’s responsibilities.
  • Improving dispute management processes by strengthening technical and legal skills.
  • Promoting alternative dispute resolution (ADR).
  • Improving transparency and communication.
  • Supporting legislative and regulatory reform.
  • Strengthening partnerships and cooperation.
  • Developing innovative technologies.
  • Evaluating and monitoring performance.

The general objective of this project is to strengthen access to justice, good governance of the administration, the protection of fundamental rights, and citizen confidence in the rule of law.

The specific objective of this project is to strengthen the AJR’s governance mechanisms in legal, strategic, and organizational matters, particularly with regard to the management of state litigation, while placing citizens’ rights at the heart of public action.

In achieving the objectives, the action will be based on relevant practices in the Member States of the European Union and on Community policies in the field.
