This twinning project falls within the framework of the Technical Cooperation Facility (TCF) Morocco, under decision no. NDICI-GEO-NEAR/2022/ACT-61040, and will be implemented under indirect management with the Moroccan authorities. It belongs to the “Constitutional justice” sector.
The main objective of this twinning is to support the Constitutional Court in strengthening the rule of law in Morocco by consolidating the role of the Constitutional Court as an independent, efficient and accessible institution, in compliance with European and international standards.
The project aims to optimize the functioning of the Court, modernize its tools and strengthen its contribution to the consolidation of the rule of law in Morocco, while establishing a process of institutional and jurisdictional rapprochement between the Constitutional Court of the Kingdom and its European counterparts, all in line with the objectives of institutional reform of the Kingdom.
The project consists of three main components:
The components will be implemented through studies (analyses, reviews, benchmarking, diagnoses, evaluations, and so on), surveys, trainings, study tours, round tables, seminars, etc.
The maximum EU budget allocated for this project amounts to EUR 1 000 000. The deadline for submission of the twinning proposals to the Contracting Authority by the National Contact Points is Tuesday, 10 February 2026 and the expected start date of implementation is 15st of June 2026. The duration of the project is 24 months.
