How ready are countries for a fair green transition? As the low-carbon shift accelerates under the Paris Agreement, labour markets across the EU Neighbourhood and Central Asia are being reshaped. This ETF report analyses how 25 countries integrate human capital dimensions (employment, education, and skills) into their Nationally Determined Contributions (NDCs). The findings reveal that most countries only partially address these aspects, with fragmented strategies and limited coordination.
