Evaluation of the EIB-AECID partnership in support of SMEs in the Southern Mediterranean region (2011-2023)

This evaluation reviews the partnership between the Spanish Agency for International Development Cooperation (AECID) and the European Investment Bank (EIB), created to support private sector development in the Southern Mediterranean region through risk capital investments. The report assesses the management of the partnership, the results achieved, and its contribution to the development of local and regional micro, small, and medium enterprises (MSMEs). Despite challenging investment conditions, the partnership fostered job creation, sustainability, and a stronger private equity ecosystem. The evaluation’s recommendations are valuable for improving future engagements in similar environments.
