This document presents an update on the status of energy regulation in the Mediterranean Basin in 2020 and aims to provide a complete overview of how the national energy sectors are ruled, ranging from independent entities to governmental bodies.
Each regulator is analysed according to several dimensions, such as legal status, independence, competences, internal organisation, enforcement, transparency and accountability. These features are directly linked to the Good Regulatory Principles defined by MEDREG to support and guide the development and reinforcement of national regulations and to create a harmonised environment for fostering investments, competitiveness and consumer protection.
This report also addresses the current challenges in energy transition and offers a high-level analysis on organisational adaptation needs though a few case studies.
