EU provides technical assistance to Algeria on the development of procedures for the oversight of Recognised Organisations

Within the framework of the EU funded SAFEMED IV project, the European Maritime Safety Agency (EMSA) has provided technical assistance to Algeria on the development of procedures for the oversight and monitoring of Recognised Organisations (RO).

ROs are organizations entrusted by the Maritime Administrations to act on their behalf concerning statutory surveys and certification. To regulate the delegation of authority by flag States to ROs, the International Maritime Organization (IMO) has developed the so-called “RO Code”. Part 3 of the Code “Oversight of Recognised Organisations” provides guidance of the flag State’s oversight of ROs authorized to perform statutory tasks on its behalf. The oversight may include inspections, audits, and other monitoring activities.

The provision of technical assistance to Algeria falls within one of the driving principles of SAFEMED IV which is to foster the implementation of the III Code which covers flag, coastal and port State obligations.

The European Maritime Safety Agency (EMSA) is implementing SAFEMED IV project for technical assistance bringing together national, European and international stakeholders with the aim to raise the safety, security and protection of marine environment standards in the Mediterranean sea, with a view to implement the maritime aspects of the UfM Regional Transport Action Plan 2014-2020.
