On Thursday, 11 September 2025, in Beirut, Mr. Mohammad Marwan Jamal was appointed President of the newly established Lebanese Electricity Regulatory Authority, along with fellow board members. This represents a key milestone to attract much-needed investments in the energy sector and infrastructure in Lebanon, but also to build the foundation of a Mediterranean energy market. MEDREG wishes President Jamal every success in this important role and stands ready to assist the newly appointed regulatory authority, particularly during the initial phase. MEDREG’s support would ensure the continuity of the assistance previously provided to the Lebanese Ministry of Energy and Water in the different stages of the establishment of the regulator, from revising Law 462/2002 to assisting in the recruitment process of the board members.
In parallel, MEDREG is collaborating with the Agence Française de Développement (AFD) and the European Bank for Reconstruction and Development (EBRD) to develop a series of activities aimed at strengthening the Lebanese ERA throughout its different stages of development. Comprising 28 member regulators from 23 countries in the Mediterranean region, featuring diverse economic and regulatory landscapes, MEDREG offers a wealth of valuable experience that can be shared to support the new Lebanese Electricity Regulatory Authority in its first steps. Welcoming it as a member will enable the Lebanese institution to draw on MEDREG members’ extensive knowledge in establishing a national electricity regulatory authority and ensuring its effective operation.
