EU-funded Twinning project supporting Lebanese Ministry of Finance comes to an end

The EU-funded Twinning project “Institutional Capacity Development and Re-organisation of the Ministry of Finance of Lebanon” held its closing event this week in Beirut in the presence of EU and Lebanese officials.
Launched in October 2013 as part of a programme in support of reforms in the field of public finances management, this twinning, which is funded by the EU with EUR 2.8 million, provided civil servants from the Lebanese Ministry of Finance with the opportunity to benefit from the expertise of their counterparts at the French and Italian Ministries of Finance with regards to issues related to the entire budget cycle of public finances.
The project focused particularly on macroeconomic forecasting, and on budget preparation, implementation and control. Other activities include support for the reorganisation of the Ministry of Finance, the training of civil servants, the modernisation of public accounting, the streamlining of the expenditure chains, as well as the development and modernisation of the Ministry’s web portals.
Over a three-year period, the French and Italian experts, in cooperation with the Lebanese civil servants, developed operational tools that are relevant to the Lebanese context and in line with the best international practices. They also succeeded in setting up coordination and governance bodies and produced recommendations that will be useful for the future. (EU Neighbourhood Info)
