Gathered in Madrid for its 40th General Assembly, members of the Association of Mediterranean Energy Regulators (MEDREG) formally approved the membership of the Lebanese Electricity Regulatory Authority (ERA), bringing the total number of members to twenty-nine. MEDREG Members also adopted a series of critical reports prepared throughout 2025. These studies encompass power losses, adequacy mechanisms, measures to reduce emissions, dynamic regulation, and green electricity trading, offering concrete recommendations and best practices to enhance the security of electricity supply and advance the energy transition across the Mediterranean.

Following the adoption of ERA’s membership, its President, Mohammad Marwan Jamal, stated: “As Lebanon’s newly established Electricity Regulatory Authority (ERA), an institution long envisioned since the adoption of Law 462/2002, we are committed to advancing regional cooperation, sustainable energy policies, and strong regulatory governance. We believe that, through collaboration within MEDREG’s framework, we can collectively address the shared challenges facing our sector and build a resilient and integrated energy future for the region.”

Welcoming Lebanon’s new membership, MEDREG President Veljko Vasiljevic highlighted: “MEDREG is extremely pleased to welcome Lebanon among its members. This affiliation will enable the Lebanese institution to draw on MEDREG members’ extensive knowledge in establishing a national electricity regulatory authority and ensuring its effective operation. MEDREG looks forward to working hand-in-hand with the Lebanese Electricity Regulatory Authority, joining efforts in advancing energy regulation in Lebanon.”

This membership follows the appointment, in September 2025, of Mr Jamal as President of the newly established Lebanese Authority, along with the other board members, and MEDREG’s long-standing readiness to support the regulator, particularly during its initial phase. MEDREG is committed to ensuring the continuity of the assistance previously provided to the Lebanese Ministry of Energy and Water throughout the various stages of the regulator’s creation — from revising the Electricity Sector Law to assisting in the recruitment of board members.

In parallel, MEDREG is collaborating with the Agence Française de Développement (AFD) and the European Bank for Reconstruction and Development (EBRD) to implement a series of activities aimed at strengthening the Lebanese ERA throughout its different stages of development.
