MEDREG study visit for the Lebanese Center of Energy Conservation

As Lebanon is in the process of establishing a National Electricity Regulatory Authority (ERA) to regulate the sector and to restructure the electricity market, our member the Lebanese Center of Energy Conservation (LCEC) will explore the necessary processes with the French Regulatory Energy Commission (CRE) over a 3-day study visit in Paris.

 

Hosted by CRE, the study visit aims at facilitating the development of strategies to set-up the future Lebanese Regulator. The programme foresees a presentation on the French regulator’s overall missions and organisation, the governance and consumer protection approach and administrative topics such as budget-finance, HR, ethics, and compliance.

 

Technical topics will also be addressed, including the evolution of tariff setting missions and methodologies and incentive regulation as a tool to limit the network losses. The working sessions will end by feedback sharing on Lebanese legal documents and with some recommendations on the next steps to be taken.
