Brief Description

MEDREG is the Association of Mediterranean Energy Regulators, which brings together 25 regulators from 21 countries, spanning the European Union (EU), the Balkans and North Africa:

Albania, Algeria, Bosnia-Herzegovina, Croatia, Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Libya, Malta, Montenegro, Morocco, Palestinian Authority, Portugal, Slovenia, Spain, Tunisia and Turkey.

Mediterranean regulators work together to promote greater harmonization and compatibility of the regional energy markets and legislations, seeking progressive market integration in the Euro-Mediterranean basin.

Through constant cooperation and information exchange among members, MEDREG aims at fostering consumer’s rights, energy efficiency, infrastructure investment and development, based on secure, safe, cost-effective and environmentally sustainable energy systems.

MEDREG acts as a platform providing information exchange and assistance to its members as well as capacity development activities through webinars, training sessions and workshops.

The Organisation benefits from the support of its members and the European Commission.

Timeframe: 2007 – 2017 (this will be likely extended beyond with new contract being negotiated with the EC)

Total budget: €3,165,00 under MEDREG III covering the period Oct 2013 – December 2017

Objectives

– Contribute to the setting up of an integrated Euro-Mediterranean Energy Market (in particular for electricity and gas) and to pave the way for the establishment of a Mediterranean Energy Community.

– Ensure substantial progress in the development of a modern, efficient, and harmonized regulatory framework in the Euro-Mediterranean region which can benefit investors, local companies and consumers.

Actions in brief

– Capacity building of existing independent Regulators and support to the creation of independent Regulatory Authorities responsible for electricity and natural gas;

– Enhanced institutional cooperation between the Euro-Mediterranean Energy Regulators;

– Agreed common principles on sustainable energy and a single approach to consumer protection in the Mediterranean region, focusing on vulnerable consumers and fight against energy poverty;

– Appropriate and harmonised frameworks for the development of renewable energy sources, energy efficiency, advanced distributed generation and metering systems in MEDREG countries;

Implementing partners: Energy Regulators from Albania, Algeria, Bosnia-Herzegovina, Croatia, Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Libya, Malta, Montenegro, Morocco, Palestinian Authority, Portugal, Slovenia, Spain, Tunisia and Turkey.
