EU-funded MEDREG trained its members to define efficient, fair and sustainable energy tariffs

From 18 to 21 September 2018, 19 regulatory experts from Albania, Algeria, Egypt, France, Italy, Lebanon, Jordan, Morocco and Turkey went to Milan to learn how to set energy tariffs, as part of MEDREG’s training and support activities to its members.

The training, organised by MEDREG for its members, combined practical exercises with thorough lectures given by regulatory experts from energy institutes, universities, consulting firms, the European Commission and regulatory authorities.
This tailor-made MEDREG in-house training defined the theoretical objectives that regulation should pursue in designing gas and electricity tariffs and introduced participants to several issues surrounding ratemaking both under liberalised and traditional markets. Participants explored the fundamentals of gas and electricity tariff design and its relation with the overall functioning of the energy markets. They also discussed the different costs that are reflected in access and integral tariffs for electricity and gas as well as the various structure and design for each type of tariff. Finally, the hot topics of subsidies to consumers and their impact on tariffs were analysed.
The 3-day training ended with a visit of the Italian gas Transmission System Operator SNAM based in Milan.

MEDREG, which benefits from the European Union’s financial support, brings together 25 regulators from 21 countries, spanning the European Union (EU), the Balkans and North Africa. Mediterranean regulators work together to promote greater harmonization of the regional energy markets and legislations, seeking progressive market integration in the Euro-Mediterranean basin. Through constant cooperation and information exchange among members, MEDREG aims at fostering consumer rights, energy efficiency, infrastructure investment and development, based on secure, safe, cost-effective and environmentally sustainable energy systems.
