This policy brief explores the evolving dynamics of Euro-Mediterranean relations nearly three decades after the Barcelona Process of 1995. As the EU’s traditional approaches, such as democracy promotion and financial aid, prove insufficient for sustainable cooperation with North Africa, the North African diaspora in Europe emerges as a crucial strategic asset. The diaspora’s political engagement, economic contributions, and cultural bridging roles significantly enhance Euro-Mediterranean ties. By integrating diaspora perspectives into policy frameworks, fostering economic connections, and promoting cultural exchanges, the EU can strengthen its influence and support stability in the Mediterranean region.
