EUPOL COPPS organises webinar on Mendez Principles as key for a human rights-based approach to interviewing

A human rights-based approach when advising on security sector reform and justice sector reform can include work on the so-called “Mendez Principles” and the UN Manual on Investigative Interviewing for criminal investigation. This interview methodology shifts the focus from confession-driven investigations to evidence-driven investigations.

 

Since EUPOL COPPS strives to make human rights a cross-cutting issue in all the activities conducted with its Palestinian counterparts, the Mission Senior Police Advisor on Accountability, Daniel Hoofdman, from the Netherlands, worked with his colleagues from the Palestinian Anti-Corruption Commission (PACC) and EUPOL COPPS colleagues from the Justice Section on a webinar on introduction to investigative interviews focusing on anti-corruption.

 

Palestinian participants and EUPOL COPPS experts joined the webinar from Ramallah, exchanging with and engaging in discussions with David Walsh, professor in Criminal Investigation, De Montfort University, Leicester (UK), Miet Vanderhallen, professor Legal Psychology University Antwerp (Belgium) and Martijn van Beek, Investigative Psychologist at Police Academy of the Netherlands. The topics discussed included the importance of building and maintaining rapport, active listening, communication skills, being open minded in order to stay away from presumption of guilt, showing respect and showing the same respect for suspects, victims and witnesses.
