Syria/Iraq: European strategy to counter “hybrid threats”

An EU Foreign Affairs Council meeting, to be held on Monday 18 April 2016 in Luxembourg, will deal mainly with the external dimension of migration and the networks that feed terrorism. The ministers will also discuss the EU regional strategy for Syria and Iraq as well as the ISIL/ Da’esh threat.
 
The next day, on Tuesday 19 April 2016, the foreign ministers will be joined by their defence colleagues to examine how to counter hybrid threats in order to increase the resilience of the EU and its partner countries. The debate will take place on the basis of a joint framework recently presented by the Commission and EU High Representative Federica Mogherini.
