The EU Delegation to Tunisia and the Tunisian Ministry of Justice in collaboration with the United Nations Office for Project Services (UNOPS) and its technical partners organised a workshop on “Electronic Document Management (EDM) and access to justice: the road to digital justice” in Hammamet on 15 March 2017, as part of the EU-funded support programme for the reform of justice (PARJ).
A total of 250 participants attended the workshop, including senior officials from the Ministry of Justice, Heads of Jurisdiction, prosecutors and registrars from all regions of Tunisia, as well as actors of the judicial system (lawyers, notaries, etc.), with the Department’s technical and financial partners. After the acquisition and implementation of the EDM solution within the framework of the PARJ in 36 jurisdictions, the workshop shows the added value of the solution with the essential components of the electronic management system of judgments and notaries’ registers. The workshop also tackled in a concrete way the benefits and impacts of the implemented solution on the quality of service provided to litigants and the prospects for consolidating and broadening its scope throughout the judicial system.
The introduction of the EDM provides a very concrete response to citizens’ expectations for accessible and effective justice. It is an illustration of Tunisia’s privileged partnership with the European Union, which is not only a matter of approximation of laws but also aims to improve the functioning of the public service in favour of the citizens. The digitisation of justice is a common priority for Tunisia and the EU.
The formulation of a new public policy in the field of justice remains crucial to consolidate the democratic transition in Tunisia. In this context, a third phase of the PARJ is being prepared. This new EU support worth EUR 60 million will allow the reform of justice and prison system in Tunisia to continue.
