On 7 February 2022, over 200 young representatives from civil society across 20+ countries presented recommendations for a sustainable and integrated Mediterranean at the Forum des Mondes Méditerranéens. They proposed the creation of a year-long Mediterranean event, designating a city as the Capital of the Mediterranean. This capital would serve as a hub for talent unification, organizing cultural, sporting, economic, academic, and social events to promote networking, innovation, and investment in infrastructure. The Declaration of 17 June 2022 in Naples further called for joint initiatives to foster culture-led development and regeneration, inspiring the UfM and the ALF to launch the Mediterranean Capitals of Culture & Dialogue initiative. This initiative aims to promote cultural exchange and cooperation in coordination with the Union for the Mediterranean and with the involvement of young civil society representatives and UfM member states.

Building on this unique momentum of shared ambition, the UfM and the ALF designed and launched the Mediterranean Capitals of Culture & Dialogue initiative, in close cooperation and coordination with the young civil society representatives at its origins, as well as the UfM member states, through a collaborative and open approach.
