The general objective of the programme is to contribute to the development and implementation of effective policies that would help Jordan reach its renewable energy and energy efficiency (REEE) targets for 2020. Two specific objectives have been further defined as follows:

  1. To complement the relevant institutional, legislative and fiscal reforms, creating the enabling environment to mobilise public and private actors, in order to achieve the goals of 10% renewable energy and 20% of energy savings by 2020.
  2. To contribute to full scale implementation of activities for enhancing sustainable production and consumption patterns and inducing behavioural changes, including in the water sector, resource demand management, adoption of best available technologies, research & development and promotion of investments towards green and low carbon economy.

The activities implemented under the programme should aim at achieving:

  • Relevant institutional, legislative and fiscal reforms, creating the enabling environment to mobilise public and private actors, in order to achieve the goals of 10% renewable energy and 20% of energy savings by 2020;
  • Full scale implementation of activities for enhancing sustainable production and consumption patterns and inducing behavioural changes, including in the water sector, resource demand management, adoption of best available technologies, research & development and to work on promoting investments towards green and sustainable low carbon economy.

The global objective of this call for proposals is to contribute to the development and implementation of effective awareness and communication campaigns as well as lobbying activities for the promotion of renewable energy and energy efficiency initiatives to allow Jordan reaching its REEE targets for 2020. It would also empower the role of CSOs in advocating for green economy development, notably REEE initiatives.

The specific objective(s) of this call for proposals are:

  • To assess in the local communities in North, Middle and South Jordan:
    • the general knowledge of REEE related policies and technologies, its impact and potential benefits
    • the awareness on the REEE initiatives adopted at policy making level by national and local authorities
  • To draft detailed advocacy and awareness plans with clear implementation activities, milestones, development schemes, monitoring and evaluation plans. These should tackle the role and responsibilities of all stakeholders including policy makers.
  • To achieve full scale implementation of activities in the locations specified in these Guidelines, to raise awareness of local communities in REEE, to induce behaviour changes on adoption of best available REEE practices among all community and policy makers segments leading to reflecting REEE themes in the decision making process and application in development sectors. Post-Implementation Monitoring and Evaluation is a must, and should be reflected in an institutional policy dialogue process with the sector’s decision makers at different levels.
