Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Project Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function, under the supervision and responsibility of the relevant head of section, the successful candidate will serve as technical and support staff to the Operation Section to:

  • to coordinate, organize and support visibility and communication activities on EU actions and assistance in Libya in close coordination with political section and the Head of the EU Delegation;
  • to assist the Head of Operations Section in co-ordinating the section’s activities where required;
  • to provide support, under the supervision of the Head of Section (Development and Regional Programmes), to the implementation of projects and programmes of development assistance and of financial and technical cooperation in the field of culture and audio-visual sector;
  • advise on and manage, the implementation, monitoring and evaluation of programmes and projects;
  • contribute to sector analyses and to the definition of sector policy;
  • contribute to policy dialogue with relevant stake holders in specific sectors of intervention;
  • observe monitor and report on sectoral issues;
  • contribute to the quality system management in place to record and report data on ongoing activities (updating monthly or when required the information on programmes and contracts);
  • maintain good and effective contacts with the local operators in the field, with the national authorities and institutions, with representatives of the diplomatic missions of the Member States, with representatives of the principle international donors and agencies, with NGOs and other local non-official;
  • produce and disseminate the results of projects at workshops, seminars, conferences and other public events.
  • give an “operational visa” on documents where required.
