Skills for Employment and Social Inclusion: promotion of sustainable social entrepreneurship initiatives for more inclusiveness of Disadvantaged Groups and Marginalised people

The global objective of this call for proposals is: to contribute to poverty reduction and social inclusion of people confined in the informal economy and disadvantaged/marginalised groups through its integration into the formal economy.

The specific objective(s) of this call for proposals are:

1) To improve capacities of social entrepreneurship support structures while fostering the development and/or reinforcement of linkages with the same type of support structure in the region and in the EU (meso level).

This should be achieved through the implementation of Actions aiming at improving the quality of services provided to social enterprises, creating a platform of service providers and specialised support structures (e.g. social entrepreneurship support organisations, incubators, co-hosting spaces, local financial institutions, business associations, NGOs, training and mentoring entities, VET, Universities), exchanging good practices and networking among stakeholders, in particular with EU social entrepreneurship organisations and regional counterparts.

2) To support and strengthen the existing social entrepreneurship initiatives/social enterprises including the newly created and registered non-profit companies and CSOs, self-employment which demonstrated its relevance and could be considered good practice as a sustainable social entrepreneurship business model (micro level).

This should be achieved through the implementation of actions aiming at supporting selected  social entrepreneurship initiatives/social enterprises and self-employment identified as having  high potential for competitiveness and development, job creation and social innovation. This will serve as a demonstration/pilot experience for wide communication and dissemination, to be mainstreamed into future policy measures. Priority will be given to projects implemented by social entrepreneurs among the young, women and disabled categories, both in urban centres but also in rural areas and less developed governorates. Priority will also be given to initiatives targeting the most disadvantaged persons and marginalised groups.

The Key stakeholders to involve at institutional level will be intermediary organisations supporting social economy and social entrepreneurship initiatives, as well as business support organisations. In the private sector key stakeholders would be professional associations, business incubators or accelerators, local financial institutions, Universities, Higher Council for Persons with Disabilities and the National Aid Fund and the KE Ministries (Ministries of Labour, Social Development and Youth) and Municipalities concerned by the topic.

The design of the proposed actions should aim at generating jobs and developing competitive and social enterprises in Jordan.

Financial allocation provided by the contracting authority

The overall indicative amount made available under this call for proposals is EUR 4,400,000. The Contracting Authority reserves the right not to award all available funds.
