Strengthening governance and monitoring of basic medical coverage in Morocco

This institutional twinning project contributes to the implementation of the Morocco-EU Action Plan, specifically targeting the employment sector (including fundamental social rights and core labour standards) and social policy (5.5), whose co-operation is centred in particular on the following points:

  • Strengthen dialogue and cooperation on employment, social policy and equality between women and men,
  • Promoting equality between women and men,
  • Strengthening fundamental social rights and core labour standards,
  • Implementation of employment, employability and decent work policies to develop employment and combat unemployment,
  • Promoting access to decent productive employment in the context of the formal economy,
  • Promote the adoption and application of a general framework for social protection and social inclusion policies,
  • To supplement health care coverage or insurance coverage so as to cover the entire population (especially socially disadvantaged citizens) with regard to quality basic health care,
  • Reduction of average direct expenditure by households (out-of-pocket expenditure), in particular for the socially most disadvantaged categories,
  • Extension of the population actually covered by one of the health insurance or sickness insurance schemes.

The overall objective of the project is contributing to human development and the Moroccan economy by extending medical insurance coverage to cover the entire population (especially socially disadvantaged citizens) with regard to quality basic health care.

The specific objective of the project is the contribution to improving the governance of basic medical coverage by strengthening the structure of ANAM in its role as a public regulator and by supporting the setting up of mechanisms, procedures and tools to manage risk in the light of the requirements of the Acquis and European good practices.
