Twenty-five years after the Barcelona Declaration and the launch of the Euro-Mediterranean partnership, the European Union is facing an exceptional situation in its Mediterranean southern neighbourhood. Although it was already facing enormous challenges such as migration management and the ongoing conflicts in Syria and Libya, the EU will have to deal with the growing presence in the region of new international actors with their own interests in the post-Covid-19 era.
