The first phase of the Palestinian Authority National Programme for Development and Reform (2025-2026), focusing on good governance and performance of the ministries is unfolding and includes the Rule of Law. The Palestinian Ministry of Justice (MoJ) has developed a Strategic Plan for 2025-2027, which includes an operational Implementation Plan (IP), now developed for the year 2025.

In this framework, EUPOL COPPS has supported the MoJ, by funding a workshop attended by the heads of departments and units of the same ministry to brainstorm on the Implementation Plan, on 06 January in Ramallah. This is aiming at contributing to good governance and enhanced citizens access to justice. The Implementation Plan addresses key priorities of the Strategic Plan and its reform agenda. The plan focuses on improving the quality of Palestinian legislations, raising the capabilities of the staff members of the Ministry of Justice, improving and digitalising judicial services, enhancing human rights and basic freedoms.

In her opening remarks at the named workshop, the Head of EUPOL COPPS, Karin Limdal, stressed the importance of the IP and its compliance with the Government’s Reform Agenda, which aims at developing good governance and performance of the ministries. “The Implementation Plan ensures effective delivery of justice and promotes transparency and accountability in the West Bank and Gaza Strip,” said Mrs. Limdal.
