A launch meeting of the new National Unit “Cities and Energy” was held on 16 January 2018 at the Ministry of Energy, Mines and Sustainable Development (MEMDD), with the participation of the National Focal Point at the Ministry.

The event comes after the meeting on December 4, 2017, at which an agreement for the new unit was reached with the Minister, the Directorate for Cooperation and Communication Observation, the (DEREE), the Moroccan Agency for Energy Efficiency (AMEE), the Directorate General of Local Government (DGCL), the Municipal Equipment Fund – FEC and the CES-MED team.

The various parties have expressed to be conscious of the need for an institutional framework that can advance the energy policies of municipalities and seek funding of their SEAPs/SECAPs.

The new unit will also act as coordinator of the Covenant of Mayors in Morocco (CoM). To this end, and also to promote the exchange of information between the national authorities developing policies and objectives at the level of regions and municipalities, it has been proposed to associate the High Commission for Planning (HCP) and the institute I4CE with the Unit.

The Unit will be coordinated by the Ministry’s ERERA Directorate for Renewable Energy and Energy Efficiency. It is called to be structured by the preparation of Terms of Reference (ToR). In addition, coordination was discussed for the preparation of a “twinning” funding procedure which the MEMDD is preparing.
