Vocational education and training: benefits of multilevel governance explored through EU project’s achievements in Southern neighbourhood

An article published by the European Journal of Education explores the impact of the multilevel governance approach promoted through the Governance for Employability in the Mediterranean (GEMM) project, implemented by the European Training Foundation (ETF) in the Southern Neighbourhood countries over the period 2013-2016.

The project’s aim was to increase capability, multilevel governance and labour market connectivity. Stakeholders worked together at the regional, national and local levels and pilot projects were set up in Algeria, Egypt, Israel, Jordan, Lebanon, Palestine and Morocco. As part of the project the ETF implemented a methodology to map to analyse and assess good multilevel VET governance.

The research paper considers the impact of this approach in transition and developing countries, namely ETF partner countries in Southern Neighbourhood, a region where centralised approaches in public administration and to VET governance prevail.
