Brief Description

The overall objective of the Euromed Police IV project is to increase citizens’ security across the Euro-Mediterranean area through the strengthening of cooperation on security issues between the Southern Mediterranean partner countries, as well as between these countries and the EU Member States. It builds on the achievements of the previous phase of the project Euromed Police III.

Countries covered: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Tunisia (Syria is temporarily suspended).

Objectives

The purposes of this project should allow to:

  • Facilitate a coordinated approach to regional cooperation, based on established priority areas and the formulation of a strategy for increasing citizen security, in alignment with the EU policy cycle;
  • Strengthen strategic and operational cooperation between the countries of the Region as well as with the European Member States and Agencies, by enhancing the sharing and analysis of strategic criminal intelligence, and use of existing channels for exchanging operational criminal data in priority areas;
  • Provide tailored capacity building in priority areas, based on the identification of needs and gaps by ENI SPC national authorities and promote the sharing of existing good practices and expertise.

Actions in brief

  • Supporting the development of a coordinated approach to cooperation on police issues in the Euro-Mediterranean area: 

–       Preparation of Euromed Cooperation Priorities to Increase Citizen Security

–       Facilitation of the endorsement of an Euromed Cooperation Strategy for increasing citizen security

  • Strengthening the strategic and operational cooperation between the ENI SPC, as well as with EU MS (and EU agencies) in the Euromed priority areas:

–       Support to the creation of an Euromed analysis network

–       Creation of a Euromed Threat Forum in collaboration with Europol

–       Establishment of a common methodology and template for ‘Euromed Threat Notices’

–       Establishment of Standard Operating Procedures (SOPs) for handling strategic criminal data and intelligence.

  • Enhancing the capacity of ENI SPC to increase citizen security in the Euromed priority areas:

–       Support to the creation of an Euromed capacity building network

–       Creation of the Euromed Police Technical Assistance Facility, aimed at providing tailored support in priority areas

–       In collaboration with CEPOL, implementation of the Euromed Police Mobility Scheme
