The scope of the midterm-review is to access the workplan against the progress of indicators as set out in the logical framework, identify any challenges and/or key successes of project implementation, and come up with key recommendations for future action in the remaining months of the project implementation.

The mid-term review shall be carried out in November/December 2023 with final report due by end of January. Part of the mid-term review is: 1. desk review of relevant project documentation and logframe review, 2. Online interviews with project management team or other relevant stakeholders (4-6 key interviews), 3. Reporting related to indicators and clear recommendation for action.

The final evaluation shall be based on the OECD/DAC evaluation criteria: relevance, effectiveness, efficiency, impact and sustainability. The assignment shall be divided into three phases: 1. desk review of project documentation and project logframe, 2. Online interviews with 5-7 key informants (KIs), 3. Reporting writing.

The final report shall be drafted in English and structured along the evaluation criteria and include lessons learned, recommendations, and an executive summary. A draft version shall be circulated for comments to the applicant organization beforehand. The final evaluation shall be carried out in October 2024 with submission of final approved report by end of December 2024.
